The relationships between them are sometimes confusing, as large programmes are organised into axes, measures, sub-programmes, etc., with different scopes depending on their origin. On the other hand, there are numerous programmes – particularly EU programmes – that finance other R&D programmes, which may be managed nationally by managing entities (such as the FCT, the National Innovation Agency or IAPMEI) and which apply different rules (particularly regarding budget justification) depending on the actual sources of funding.
In order to systematise the information, it is considered that funding programmes can be grouped into the following broad categories:
