An Assessment Coordination Board operates alongside the head of each service, with the following responsibilities:
Establish guidelines for the objective and harmonious application of SIADAP 3, taking into account the documents that make up the management cycle referred to in Article 8 of Law No. 66-B/2007 of 28 December;
Establish general guidelines on setting objectives, choosing skills and measurement indicators, in particular those relating to the characterisation of the situation of overcoming objectives;
Establish the number of objectives and skills to which performance assessment should be subject, and may do so for all employees in the service or, where justified, by organisational unit or career;
Ensure the accuracy and differentiation of SIADAP 3 performances, being responsible for validating assessments of relevant performance and inadequate performance, as well as recognising excellent performance;
Issue opinions on requests for review of the assessment proposals of the middle managers assessed;
Exercise the other powers conferred on it by law or regulation.
